Local Reentry Councils

A local reentry council is an organized network of local agencies, community organizations, and individuals that coordinate resources and support to help formerly justice involved people successfully return to society.

There are currently 17 state-funded local reentry councils serving 19 counties. As many as 31 LRCs were at work in 2025, but lack of funding caused some councils to cease operations, while others reduced or redirected services. NCDAC continues to seek funding to support local reentry councils and their critical work in connecting people with resources during and after release from prison.

Local reentry councils' main purposes include:

Reduce Recidivism: Stop people from returning to prison or jail.
Connect Resources: Link returning citizens to local services and programs.
Build Community Support: Educate the public and advocate for people with legal histories.

Local reentry councils help people find essential services, including:

Employment: Job training, placement, and vocational education.
Housing: Finding safe and stable places to live.
Treatment: Mental health and substance abuse support.
Basic Needs: Transportation assistance, clothing, and identification documents (driver licenses, birth certificates, Social Security cards).

Each local reentry council should include:

An intermediary agency that manages funds and administrative tasks, with staff that coordinates case management for individuals.
An executive committee that guides decision-making and operations.
An advisory committee that identifies local resource gaps.
