Shawn Owens Promoted to Assist. Division Administrator for Division III

Officials with the Division of Community Supervision have promoted Shawn Owens to Assistant Division Administrator in Judicial Division 3, effective Jan. 22, 2024.

In his new position, Owens will oversee Community Supervision operations in the 3rd Judicial Division, which covers 22 counties in the central portions of the state.

“Shawn will be a great addition to our divisional leadership team,” said Tracy K. Lee, deputy secretary of Community Supervision. “His skills, experience and 27 years in Community Supervision make him a great fit for this new role.”

Owens has held several positions within Community Supervision over the course of his career. Most recently, he served as an Assistant Judicial District Manager of District 22 where he oversaw operations for more than 100 staff in Alexander, Davidson, Davie and Iredell counties. He’s also held positions including Chief Probation/Parole Officer, Field Training Specialist, Probation/Parole Officer, and a Court Intake Officer.

Additionally, Owens has been a career trainer for staff in Community Supervision; specializing in crisis intervention, evidence-based practices and leadership, diversity, Calibre Press, CJLEADS and NCPASE. 

Owens is a graduate of Wittenberg University with a bachelor’s degree in political science and a graduate of the N.C. Department of Adult Correction’s Correctional Leadership Development Program. He’s also a Commissioner with the North Carolina Criminal Justice Education and Training Standards Commission. Owens is married and the father of three children.
