Doug Holbrook

Chief Deputy Secretary - Administration

Doug Holbrook is a 32-year veteran of state government in the area of criminal justice policy. He most recently served the NC Department of Public Safety as Chief Financial Officer.

As Chief Deputy Secretary for Administration, Holbrook leads the new agency’s fiscal operations, human resources, and information technology. Holbrook graduated from NC State University in 1991 and went to work for the NC Sentencing and Policy Advisory Commission as a statistician, developing the original Structured Sentencing Act of 1993. In 1994, he moved to the NC Department of Correction’s Research and Planning Office to assist in the implementation of structured sentencing and to conduct program evaluations throughout the agency.

He has staffed several NC task forces during his career, including Community Corrections' Revocation Task Force, the Governor’s Juvenile Justice Reform Commission and the Prisons' Classification Task Force.

In 2002, he left to develop budgets for courts and corrections as a fiscal analyst at the Fiscal Research Division of the General Assembly. When the General Assembly created the Department of Public Safety in 2011, he came back to the agency as Legislative Affairs Director and in 2017 was named Chief Financial Officer.
