Justin Davis

Legislative Affairs Director

Legislative Affairs Director Justin Davis brings almost two decades of experience serving in North Carolina state government. Previously, he served as legislative liaison for the Department of Public Safety from December 2018 until his October 2022 appointment as director of legislative affairs for NCDAC. 

As director, Davis is responsible for planning, designing and coordinating legislative matters for the agency. This includes spearheading the formation of legislative policy and working with stakeholders to promote legislation throughout the legislative process.

Davis is a two-time graduate of North Carolina State University, earning a bachelor’s in criminology (2002) and a Master of Public Administration (2017). He began his career with the North Carolina Governor’s Crime Commission (GCC) where he served as a criminal justice planner and research analyst. Davis ended his tenure with the GCC as a program development administrator, where he helped implement North Carolina’s first Veterans Treatment Court in Harnett County.

Davis also worked with the NC Department of Justice’s Medicaid Investigations Division as a criminal intelligence analyst prior to his role as a nonpartisan program evaluator with the NC General Assembly’s Program Evaluation Division.
